The difference between the protective grounding and the lightning protection grounding may be in:

location.
The main indicator of the protective grounding is the resistance of the grounding arrangement, while the resistance of the lightning protection grounding is not rated.
It contrasts the structural requirements, since the grounding arrangement of the lightning protection is rated depending on the lightning rod type and facility lightning protection level.
The location of the protective grounding arrangement is not determined, but it can be installed in the building basement or in the adjacent territory. To provide grounding for the lightning protection, you need the following conditions to be met:

installation of a grounding arrangement at the distance of at least 1 m from the facility walls (SO 153-34.21.122-2003, item 3.2.3.2);

location of the grounding arrangement under the asphalt, concrete pavement or in a low-public areas (RD 34.21.122-87, item 1.8, item 2.27).
